About the Position
The Human Resources Officer will support the effective delivery of human resource functions across JV SPEK and SPEK Limited, ensuring compliance with employment legislation, company policies, client requirements, and best HR practices. The role is responsible for coordinating and implementing HR activities, including recruitment and onboarding, employee relations, performance management, training and development, employee engagement, HR administration, and workforce planning to support the achievement of organizational objectives.
The Human Resources Officer will maintain accurate employee records, prepare HR reports and documentation, and provide guidance to employees and management on HR-related matters. The role will support the mobilization and management of project-based and operational workforces, ensuring timely staffing, contract administration, employee welfare, and compliance with client and statutory requirements. The role will also facilitate communication and coordination between departments, project sites, and management teams within both entities, contributing to a positive work environment and fostering a high-performance culture. The role requires professionalism, confidentiality, strong interpersonal skills, and the ability to manage multiple priorities in a dynamic business environment.
- Human Resources Administration
- Maintain accurate and up-to-date employee records, personnel files, and HR databases for both JV SPEK and SPEK Limited employees.
- Prepare employment contracts, confirmation letters, transfer letters, disciplinary notices, and other HR documentation.
- Ensure compliance with company policies, labor laws, statutory requirements, and client-specific regulations.
- Coordinate employee onboarding, orientation, and offboarding processes.
- Monitor employee attendance, leave records, and related HR documentation.
- Prepare periodic HR reports, workforce statistics, and management reports as required.
2. Recruitment and Workforce Planning
- Coordinate recruitment activities, including job advertisements, candidate sourcing, screening, interview scheduling, and reference checks.
- Support hiring managers in the selection and onboarding of qualified personnel.
- Facilitate workforce mobilization and demobilization for project and operational requirements.
- Maintain talent pools and recruitment databases to support current and future staffing needs.
- Assist in manpower planning and workforce forecasting initiatives.
3. Employee Relations and Performance Management
- Serve as the first point of contact for HR-related employees’ inquiries and concerns.
- Support employee engagement initiatives aimed at promoting a positive workplace culture.
- Assist in the implementation of performance management processes, including goal setting, performance reviews, and development plans.
- Support the management of disciplinary matters, grievances, investigations, and conflict resolution in accordance with company procedures.
- Promote employee welfare and facilitate effective communication between management and employees.
4. Learning and Development
- Coordinate employee training programs, inductions, workshops, and development initiatives.
- Maintain training records and monitor employee training compliance requirements.
- Identify training needs and support the implementation of employee development plans.
- Evaluate training effectiveness and provide recommendations for continuous improvement.
5. Payroll and Compensation Support
- Prepare and verify payroll input data, including attendance, leave records, overtime, allowances, and deductions.
- Coordinate with the finance department to ensure timely and accurate payroll processing.
- Assist in the administration of employee benefits, insurance, statutory contributions, and compensation-related matters.
- Support salary reviews, benchmarking exercises, and employee reward programs.
6. Compliance, Health, Safety and Project Support
- Ensure compliance with employment and labour legislation, company policies, and client contractual requirements.
- Support HR compliance audits and statutory inspections.
- Coordinate employee documentation required for project mobilization, client onboarding, and site access.
- Support implementation of workplace health, safety, and employee welfare initiatives.
- Always maintain confidentiality of employee and organizational information.
7. General Duties
- Stay up to date with industry trends and best HR practices.
- Collaborate with management and department heads to support business objectives.
- Participate in HR projects and organizational development initiatives.
- Perform any other duties as assigned and in the promotion of teamwork and organizational effectiveness.
